During World War II, he served in the U.S. Army as an engineer in Africa and France.
Frank and his wife, Kay moved to Naples from New York in 1988. They were active in the community and enthusiastic patrons of the arts. Frank was one of the founders of the Naples Museum of Art, a board member of the Philharmonic Center for the Arts and a founder of the Philharmonic Center's adult education programs.
